About Us

Overview

The Inland Revenue Department (IRD) operates under the Ministry of Finance and is led by the Comptroller of Inland Revenue (CIR), with a staff complement of approximately 134 employees across two locations. The Department is responsible for the assessment and collection of various taxes and licenses, the interpretation and enforcement of tax laws, and providing tax policy advice to the Government.

Organizational Structure

Direct Report to the Comptroller

Legal Unit

Responsible for compliance, legislative review, enforcement, legal proceedings, national cooperation, and international tax matters.

Headquarters

Information Technology Unit

Defines IT infrastructure strategy, architecture, and processes; implements computer systems to meet departmental needs; analyzes business requirements and ensures system security.

Objections and Appeal Unit

Ensures fair taxpayer assessments and provides an avenue for objections with timely feedback.

Strategic Planning, Design and Monitoring Unit

Shapes tax administration strategies, designs business processes, and formulates administrative policies.

Provides administrative support, enhances human resources through training, and maintains office operations.

Finance / Accounts Unit

Manages budget allocation and processes taxpayer refunds efficiently.

Cash and Procedural Unit

Efficiently collects revenue on behalf of the government.

Small and Micro (SM) Taxpayers Operations

Includes the following units:

  • Licensing Unit
  • Taxpayers Services Unit – Registers taxpayers, processes returns, assists with queries, and captures driver's license photographs.
  • Valuation Unit – Provides property valuation, records properties for tax purposes, and facilitates ownership changes.
  • Data Capture and Return Processing Unit – Reconciles PAYE, processes returns, and assists taxpayers with filing queries.
  • Audit Unit – Handles auditing and compliance of SM taxpayers.
  • Collections and Enforcement Unit – Monitors, manages, and collects arrears from SM taxpayers.

Large and Medium (LM) Taxpayers Operations

Focuses on large and medium taxpayers with complex tax issues. Includes:

  • Client Relations Unit – Provides personalized service to large and medium taxpayers.
  • Audit Unit – Ensures compliance through tax assessments and enforcement.
  • Collections and Enforcement Unit – Manages and collects arrears.
  • Late and Non-Filers Unit – Ensures compliance with tax filing requirements.
  • Investigation Unit – Gathers intelligence to support audits and taxpayer compliance.
